NTIS was established September 2, 1970, as a new primary operating unit under the Assistant Secretary of Commerce for Science and Technology to improve public access to the many products and services of the Department. Information services for Federal scientific and technical report literature previously pro- vided by the Clearinghouse for Federal Scientific and Technical Information are now provided by NTIS. I As the Nation's principal conservation agency, the Department of the Interior has responsibility for most of our nationally owned public lands and natural resources.
This includes fostering the wisest use of our land and water resources, protecting our fish and wildlife, preserving the environmental and cultural values of our national parks and historical places, and providing for the enjoyment of life through outdoor recrea- tion. The Department assesses our energy and mineral resources and works to assure that their development is in the best interests of all our people.
The Department also has a major responsibility for American Indian reservation communities and for people who live in Island Terri- tories under U.S. FOREWORD Selected Water Resources Abstracts, a semimonthly journal, includes abstracts of current and earlier pertinent monographs, journal articles, reports, and other publication formats. The contents of these documents cover the water- related aspects of the life, physical, and social sciences as well as related engi- neering and legal aspects of the characteristics, conservation, control, use, or management of water. Each abstract includes a full bibliographical citation and a set of descriptors or identifiers which are listed in the Water Resources Thesaurus (Second Edition, 1971).
Each abstract entry is classified into ten fields and sixty groups similar to the water resources research categories established by the Committee on Water Resources Research of the Federal Council for Science and Technology. WRSIC IS NOT PRESENTLY IN A POSITION TO PROVIDE COPIES OF DOCU- MENTS ABSTRACTED IN THIS JOURNAL. Sufficient bibliographic information is given to enable readers to order the desired documents from local libraries or other sources. Selected Water Resources Abstracts is designed to serve the scientific and technical information needs of scientists, engineers, and managers as one of several planned services of the Water Resources Scientific Information Center (WRSIC). The Center was established by the Secretary of the Interior and has been designated by the Federal Council for Science and Technology to serve the water resources community by improving the communication of water-related research results. The Center is pursuing this objective by co- ordinating and supplementing the existing scientific and technical information activities associated with active research and investigation program in water resources.
To provide WRSIC with input, selected organizations with active water resources research programs are supported as 'centers of competence' responsible for selecting, abstracting, and indexing from the current and earlier pertinent literature in specified subject areas. Additional 'centers of competence' have been established in cooperation with the Environmental Protection Agency. A directory of the Centers appears on page iv. Igri dlya kitajskogo psp mp5. The input from these Centers, and from the 53 Water Resources Research Institutes administered under the Water Resources Research Act of 1964, as well as input from the grantees and contractors of the Office of Water Research and Technology and other Federal water resources agencies with which the Center has agreements becomes the information base from which this journal is, and other information services will be, derived; these services include bibliographies, specialized indexes, literature searches, and state-of-the-art reviews.
